INTRODUCTION


      The National Council for Education Accreditation (MNCEA) was initially established as a government agency in 1998, but with the intent of transforming the Council into an independent external agency. In August 2000 the Council became a non-government autonomous body.

      The Council will provide accreditation at both the institutional and program levels. The initial focus of the Council has been the development of institutional accreditation. Program accreditation is in being developed and the Council is preparing to conduct projects on assessment of several academic programs of selected institutionally accredited HEI's in co-operation with professional associations such as the Consortium of Management Development Institutions, Professional Association of Engineering and Technology and so on, beginning in September, 2002.

Objectives of the MNCEA:

  • To establish processes for the Assurance of Quality in higher education institutions;

  • Implement evaluation and accreditation activities for the overall improvement of the quality and effectiveness of higher education;

  • Provides quality management technical assistance and consulting services for higher education institutions.

Cooperating Agreements of the MNCEA:

  • A full member of the International Network of Organizations on Higher Education Quality Assurance;

  • Operates in cooperation with the Commission on Institutions of Higher Education of North Central Association of Colleges and Schools, USA.

  • Operates in cooperation with the Education Sector Development Project, Asian Development Bank to enhance the legal environment for improvement of accreditation and the transfer of international practices for educational quality assurance.

  • Operates in cooperation with the Mongolian Foundation for Open Society (Soros Foundation)

Organizational Structure of the MNCEA

      The NCHEA includes the Forum of the National Council, accreditation evaluators, and staff. At present, the MNCEA Board is chaired by the Deputy-Minister of the Ministry of Science, Technology, Education and Culture, but a majority of the members are not government officials. It is thus a mixed (governmental and non-governmental) type of organization. There are 20 members of the National Council. The Council also employs over 150 experts, who evaluate higher education institutions upon their request.
